Many of the utilities are putting off the investments. The large investments that they need to make with the decisions about these things until they can carefully analyze these scenarios with regard to demand growth and environmental regulations. Many utilities have undertaken aggressive demand side management and energy efficiency programs, and these are working. Consumers are actually cutting the amount of electricity that they need to actually do more. More than ever electric utilities need to carefully consider distributive generation, and the role that it may play in actually fulfilling customer electricity requirements that traditionally would have been taken up by their own traditional electric generation portfolio. The challenges for electric utilities that are located in different parts of the country are very different. Depending on what environmental regulations apply to their areas, what their loads are, what kinds of customers they have, what kinds of pipeline capacity is available, and their generation portfolio, so there’s no “one size fits all”.
